The Master didn't know he was being read. The reason only the craziness got through was because he had his normal telepathic shields up (on the assumption, I suppose, that someone as latently telepathic as a Time Lord would keep some kind of shielding up at all times.) With foreknowledge and preparation, presumably the Master could prepare a more sophisticated shielding and deception.
