I know this is probably all explained somewhere that for some reason is eluding my dull mind, but I just have to ask-- Would it be ok for Rick to 'create' a police station, so to speak? Is that allowed? Is there already a station or building like this?

I've been looking for a page that says so, but please, feel free to point out my retarded. I'm not the best at finding things right under my nose.
