Essentially, the low-level background ambient energy of Taxon will remain unchanged, since it's all still projection/program whether in the City or on the Boat.
If individual characters have programmed possessions with them that give off an energy signal (small personal electronics, etc) then those would still be pickable-upon.
The City will probably have drastically lowered 'energy' since all the Extras and their programming has been shunted elsewhere.
